This part of the Constitution was replaced through the Constitution Amendment Act No. 2 of 2005.

1. Culture.

2. Cultural and traditional lands.

3. Promotion of local languages, crafts and antiquities.

4. Education.

5. Inter- and intra-district roads.

6. Health.

7. Inter- and intra-district development projects.

8. Such other matters as the cooperating districts may resolve to be handled in common subject to this Constitution.
